PNHS Major Systems Repair Program

WHAT IS THE MAJOR SYSTEMS REPAIR PROGRAM?

This citywide initiative is designed to assist Philadelphia residents with the necessary means to create a safer living environment for themselves and their families. Through this program qualified and eligible low income homeowners may receive a 50% subsidy grant for repairs to their roof, plumbing repairs, electrical repairs, and/or installation of new heaters. The maximum grant for eligible plumbing/heating repairs is $2,500; $2,500 is also the maximum for electrical and roofing repairs.

All work must be performed by licensed and insured contractors following a competitive bidding process. Homeowners may have a contractor or contractors of their choosing participate in the bidding process. Homeowners maintain rights of contractor selection subject to PNHS review and approval.

Project funding must be committed and escrowed with PNHS, contract(s) and formal notices to proceed must be developed and issued by PNHS prior to the start of work.

PNHS General Requirements govern all contracts.

Eligibility:

To qualify for this program you must be:

  • A resident of the city of Philadelphia and/or live in a specified targeted area

  • The resident must be the owner of record and live in the subject property

  • The recipient must be a loan customer of PNHS or a loan customer of one of PNHS' partner lending institutions.

  • The PNHS loan customer must meet program income guidelines and requirements.

    Requirements:

  • Subject property must be in livable condition

  • PNHS approved contractor

  • Contractors working under this program must agree to accept payments for work in place satisfactorily completed and approved by homeowner and PNHS inspector

  • All work must be completed in compliance with local and national codes

  • Permits must be secured, if required

    SENIOR HOME ASSISTANCE PROGRAM (SHAP)

    Through the generosity of the Esher Gowen Hood Trust, a BNY Mellon Mid-Atlantic Charitable Trust, the SHAP will provide grants up to 75% of project costs* up to $1,500 for major systems repairs for low income senior homeowners, city-wide. Repairs may include:

    • Water supply lines
    • Gas supply lines
    • Water Drainage lines (including traps)
    • New hot water heater (including tankless)
    • DOES NOT INCLUDE PLUMBING FIXTURES
    • Heating
    • Roofing
    • Electrical repairs

    This program is NOT a loan. You do not need to be a loan client to receive these services. The funds granted under this program do not have to be repaid and no lien for grant funds will be placed on the property.

    This program is currently available to all income eligible homeowners 55 years of age and older who occupy the property as the owner of record. Qualified homeowners may pay their portion of the project with their own cash resources deposited with PNHS prior to the start of work.

    PROGRAM REQUIREMENTS:

    • Must be 55 and over
    • Must own and live in property
    • Income must be 80% of the median in Philadelphia per household*
    • City of Philadelphia residents only

    TARGETED HOUSING PREVENTION PROGRAM (THPP)

    Homeowners, do you need repair to basic systems in your home? Is your home unsafe and you lack the resources to make needed repairs? Philadelphia Neighborhood Housing Services, Inc.(PNHS) may be able to assist you in securing up to $20,000 from the City of Philadelphia Housing Trust Fund, under the Targeted Housing Preservation Program.  You may qualify for this grant because you live on a block or in an area where PNHS is or has recently completed a development project.  You may qualify for as much as $20,000 for approved systems and your contribution of only $500.

    As a community Development Financial Institution PNHS can make loans to homeowners who do not have the cash to commit to this program. We also have a loan program to bring homeowners current on delinquent real estate taxes.

    Sample loan:

    $500, at 6.2% interest for one year =12 monthly payments of $43.08 (principal & interest)

    PARTICIPATION REQUIREMENTS FOR THIS PROGRAM:

    • 115% of median income for the total household
    • Property must be owner-occupied
    • Property must be current on real estate taxes or owner must have a satisfactory repayment agreement
    • Property must be current on mortgage payment or owner must have a satisfactory repayment agreement
    • 10- YEAR self-amortizing 2nd mortgage.
